Best LinkedIn outreach tools for recruiters and recruitment agencies

A recruiter's LinkedIn day has two halves. One is finding candidates for the roles you hold. The other is finding the next client, which is a sales job: spotting a company that's hiring, or a hiring manager who has just started somewhere new, and writing to them before another agency does. Most tools are built for one half or the other. We make Bingle, one of the six tools below, and it is built for the second half only. We read each vendor's own pages on 27 October 2026 and sorted the tools by which job they do.

Short answer

What is the best LinkedIn outreach tool for recruiters?

For a recruitment agency's business development, Bingle is our pick from US$49 a month: it flags companies that are hiring and people who have just started a new role, ranks each one with the dated reason shown, and waits for your OK on every message. For finding candidates, LinkedIn Recruiter Lite or LinkedIn's staffing plan, RPS+, does the job and Bingle doesn't. Sales Navigator suits a recruiter who wants LinkedIn's own client search with no automation at all.

How we compared

On 27 October 2026 (AEDT) we read LinkedIn's Recruiter Lite, Recruiter, RPS+ and Sales Navigator pages and help articles, plus the pricing, signal and help pages of Valley and Gojiberry. We didn't run paid trials of the other tools, and LinkedIn doesn't publish Recruiter prices, so we say so rather than quote third-party figures. Bingle's details come from its own user guide and pricing.

We make Bingle, so weigh its entry and our pick with that in mind. The order isn't a ranking: each tool says who it suits and where it falls short.

1. LinkedIn Recruiter Lite

A small desk sourcing candidates on LinkedIn · Price not shown on LinkedIn's page; free trial for some

Recruiter Lite is LinkedIn's entry recruiting seat, for low-volume hiring according to its help centre. It gives 30 InMails per licence a month, more than 20 search filters, and bulk InMail of up to 25 messages at once. Search covers your first, second and third degree network, with a limited number of profile views.

You buy it online, monthly or yearly, and can cancel at any time. One licence comes with the account and you can add up to four more team members at extra cost.

Watch out for: It is a candidate tool. Nothing in it is built to find clients, and LinkedIn's product page doesn't show a price.

2. LinkedIn Recruiter Professional Services Plus (RPS+)

Staffing firms that want sourcing and BD inside LinkedIn · Contact sales; no price published

RPS+ is LinkedIn's Recruiter plan for staffing and recruiting firms. Full Recruiter gives up to 150 InMails per seat a month, more than 40 search filters with Boolean, and a way to share candidate profiles with clients for feedback. LinkedIn says RPS+ is the only way for staffing customers to get Hiring Assistant, its AI agent that runs searches and drafts candidate messages.

It is also the one tool here that covers both halves of the job. Its feature table lists a business development mode in search, an Actively Hiring spotlight, following profiles, AI-assisted InMail for business development and business development reporting.

Watch out for: Prices come only from LinkedIn's sales team, so you can't compare it on cost before a call. Its business development outreach is listed as InMail, which draws on each seat's monthly allowance.

3. LinkedIn Sales Navigator

Searching for clients by hand, with no automation · From US$119.99/mo (A$154.99), or US$1,079.88/yr

Sales Navigator is LinkedIn's selling seat, so for an agency it is a client-development tool rather than a candidate one. Core gives 50 InMails a month, advanced search filters, up to 10,000 saved leads and accounts, and alerts on the people and companies you save. LinkedIn's help centre says Core can also tell you when an account reduces hiring.

Advanced, at US$159.99 a month, adds Buyer Intent signals and lists your consultants can share. The free trial asks for a card, and only members who haven't had a LinkedIn trial in the past 365 days can take one.

Watch out for: It finds and alerts, and you write and send every message yourself. Core can't share lists between consultants.

4. Valley

Hiring-led BD with research done per prospect · From US$199/seat/mo, or US$149 billed quarterly

Valley's hiring page says it watches job posts, matches the company to your ideal customer, then researches and writes to the decision maker who owns the problem rather than the company's recruiter. For an agency, that is the hiring manager behind the ad. Its pricing page says you can review, edit and approve drafts before they go out.

It also has a page for recruitment firms that is about the other half of the job: sourcing candidates and messaging them from your recruiters' own LinkedIn and inbox. Starter is LinkedIn only at US$199 a seat a month; email comes with Plus at US$299.

Watch out for: It has the highest listed entry price here, the 7-day trial needs a payment method, and finding new prospects uses credits on top of the seat.

5. Gojiberry

Hiring surges and email in one sequence · From US$99/mo per user; 7-day trial

Gojiberry lists hiring and hiring surges among its signals, meaning companies with open roles or a sudden increase in hiring, along with new decision makers, job changes, funding and website visitors. It runs LinkedIn and email in one sequence, and an optional Review Mode holds leads for approval before outreach starts.

Its US$99 plan includes two LinkedIn account seats and 200 credits a month, and its enrichment looks for email addresses and phone numbers. Teams of three or more go on a custom plan.

Watch out for: The trial takes a payment method and turns into a paid plan after 7 days unless you cancel, and its refund policy says payments aren't refunded. Its pages don't say which job titles the hiring signal can filter on.

6. Bingle

Agency BD from your own LinkedIn, with every message approved · 7 days free, no card; then from US$49/mo

Bingle is a selling tool, so for a recruiter it covers business development only. You describe the clients you want, such as heads of engineering or operations at companies of 50 to 500 staff in Sydney and Melbourne, and Bingle watches LinkedIn for people who fit and show a buying signal: hiring, a new leader starting, a job change, funding, events, profile views, and likes or comments on a rival agency's or an influencer's posts. Each lead shows the dated thing they or their company did, with a link.

People who replied to you, engaged with you or went into one of your sequences are watched for a job change, so a hiring manager you've worked with who starts somewhere new comes back as a lead at the new company. Dig deeper writes a short brief on a person from their recent posts and company news.

Each message is written in your voice and waits for your OK unless you switch review off. Starter is US$49 a month for one LinkedIn account, Growth is US$79 with every signal Bingle watches, and Agency is US$149 for up to three consultants' accounts. It never sees your LinkedIn password.

Watch out for: It won't find candidates, and it doesn't send email, find phone numbers or offer a contact database. It has no self-serve CRM integration, so placements and client notes stay in your own CRM or ATS. Test on the trial that the roles you fill come through as hiring signals.

Our pick

Bingle is our pick for a recruitment agency's business development, run by consultants from their own LinkedIn profiles. It looks for the moments that open a client conversation, such as a company hiring in your niche or someone you've worked with starting a new role, and shows the dated reason behind every lead. Each message waits for your OK, so you see every word before it goes out under a consultant's name.

It also has the lowest price of the BD tools here that publish one: US$49 a month for one consultant and US$149 for three, against US$119.99 for one Sales Navigator Core licence and US$199 for one Valley seat. For candidate sourcing, keep your Recruiter seat: Bingle doesn't do that job.

Sourcing tools and BD tools do different jobs

Sort the tools by the job before comparing prices. Our LinkedIn outreach for recruiters guide covers which hiring signals mean a company will use an agency and what to write. This table covers which tool does which job.

InMail and other limits LinkedIn sets for each seat

InMail is how Recruiter and Sales Navigator reach people outside your network, and every seat has a monthly allowance. These are the figures on LinkedIn's own pages on 27 October 2026.

SeatInMails a monthSearchPrice as LinkedIn shows it
Recruiter Lite30 per licence20+ filters; your 1st, 2nd and 3rd degree networkNot shown on the product page
RecruiterUp to 150 per seat40+ filters, Boolean, all LinkedIn membersContact sales
Sales Navigator Core50 per userAdvanced search filters, 10,000 saved leads and accountsUS$119.99/mo (A$154.99)

Thirty InMails a month is one or two a working day: enough for a few hard-to-reach candidates, thin for client development. Client development from a consultant's own profile works differently: a connection request and a message to a hiring manager, timed to something that just happened at their company, with no InMail credit spent. Our post on the LinkedIn connection request limit covers how many invitations a profile can send.

What it costs for one consultant and for three

Monthly list prices for one consultant and for three, where the vendor publishes one. Figures are before GST, on monthly billing, at the Reserve Bank of Australia's rate for 26 October 2026 (A$1 = US$0.7031) where the vendor quotes US dollars.

What to test on a trial for agency BD

Set the trial up on day one with your real niche, then work through this list.

  1. Describe the client side, not the candidates: for example, engineering managers and CTOs at software companies of 50 to 500 staff in Australia and New Zealand. Count how many leads in the first three days you'd ring.
  2. Check the hiring signal with your own roles. Pick five live ads in your niche from LinkedIn Jobs or SEEK and see whether the tool surfaced those companies, and whether it names the hiring manager rather than the in-house recruiter.
  3. Find out whose job changes are watched. In Bingle it is people who replied, engaged with you or went into a sequence.
  4. Leave out current clients. In Bingle, rejecting a lead for a company reason leaves out everyone at that company, which keeps a current client's managers out of your outreach.
  5. Read 20 drafts. Strike any that say "can I help with your hiring" or attach a CV, and check whether follow-ups also wait for your approval.
  6. Set the sending window to your working hours in AEST or AEDT, and price the plan in A$ at your bank's rate.

Questions

Can recruiters use Sales Navigator instead of LinkedIn Recruiter?

For finding clients, yes: Sales Navigator is built for selling, and Core costs US$119.99 a month with 50 InMails. For finding candidates it is the wrong seat, because Recruiter's filters, projects and candidate tools aren't in it.

How much does LinkedIn Recruiter cost?

LinkedIn doesn't publish it. Recruiter and RPS+ are priced by its sales team, and Recruiter Lite is bought online, monthly or yearly, but its product page doesn't show a price.

How many InMails does LinkedIn Recruiter Lite include?

Thirty per licence a month, against up to 150 per seat on full Recruiter and 50 per user on Sales Navigator, according to LinkedIn's own pages on 27 October 2026.

What is the best LinkedIn signal for winning recruitment clients?

A hiring manager you've already placed with starting at a new company, because they know your work and have inherited a team. A role in your niche that is still open well past a normal time to fill comes next.

Does Bingle find candidates?

No. Bingle finds companies and people likely to need an agency and drafts the first message to them. Candidate sourcing stays in your Recruiter seat or your own database.
